Community pilot review package.
Board review handout
$3,500 Community Pilot Review Package
A low-risk first step for reviewing whether a public customer-service layer is worth pursuing. This is not a full production build and it does not replace the Authority billing system.

Open the board review page on any phone or tablet.
The main QR code points directly to the board handout route. A smaller fallback QR code points to the live demo root if the direct route needs to be shared.

What the board is reviewing
- A public-facing customer hub for payment guidance, assistance information, problem reporting, notices, forms, and contact paths.
- A service layer around the existing payment portal, not a replacement payment processor.
- A staff-view concept for triaging common cases before any live system integration is considered.
- A board-friendly path for deciding whether to continue into a scoped pilot review.
Critical safeguards
- Synthetic data only.
- No live payment processing.
- No customer records stored.
- Existing billing/payment processor remains in place.
- Billing/vendor integration requires future contract/API/security review.
- Legal/policy language requires Authority review.
Possible phased path
Pricing bands for discussion.
The starting offer is intentionally limited so the Authority can review scope, risk, vendor constraints, legal language, and public-service value before committing to a larger build.
Public website phase.
Customer-service hub.
Billing/vendor integration, only after vendor and security review.
Community pilot review package
- Review the live prototype with Authority leadership and board stakeholders.
- Confirm plain-language public pages, customer flows, and assistance-resource positioning.
- Identify required Authority approvals, legal/policy review points, and vendor integration questions.
- Prepare a practical next-step recommendation for public website and customer-service hub phases.
Not included in this prototype
- No payment collection or payment forms are added.
- No storage of customer records, support requests, payment details, or account credentials.
- No automated shutoff, restoration, eligibility, or legal-rights decisions.
- No billing/vendor integration until contract, API, data-security, and Authority approvals are completed.
Prototype only.Assistance availability and eligibility vary. Payment and restoration decisions remain with the Authority. Legal rights, shutoff notices, restoration timing, board policies, public records language, and vendor integration terms require Authority and legal review before production use.
